Today (October 29th, 2018) Mr. Somkiat Prajamwong, the Secretary-General of the Office of the National Water Resources and Mr. Pradab Kladkempetch, Assistant to the Secretary-General of the Office of the National Water Resources go on a fieldwork following General Prayuth Chan-o-cha, Prime Minister, and the Cabinet in the opportunity of going on a tour of inspection and the 8th/2018 Mobile Cabinet Meeting in the upper part of Northern province areas during October 29th-30th, 2018 at a multi-purpose open space in Phayao Municipality , Phayao Province to meet people and visit the exhibition of civil state in Phayao Province and Homhug Center that takes care elderly people, disabled people and chronic patients.
After that, the Prime Minister and the Cabinet go to Phayao Lake (Kwan Phayao) regulator and Phayao Inland Fisheries Research and Development Center to go on a tour of inspection and meet the representatives of water users group in Phayao Province who get the benefits from Phayao Lake (Kwan Phayao) development project.
Phayao Lake (Kwan Phayao) is the study area that the Prime Minister is interested in because it is the major source of raw water that produces tap water for consumption. It is the water resource for agriculture, aquaculture and local fisheries, but becomes into shallow condition caused by the accumulation of sediments from various tributaries more than 100,000 tons per year, so the catchment cannot be fully done efficiently. Kwan Phayao surrounding area approximately 669 hectares (4,181 rais) intrusion, lack of wastewater treatment system and the dispersion of weed and water hyacinth which spreads 1/3 of the area (536 hectares or 3,353 rais) make the quality of water declining and affect the balance of the drainage system. Thus, the concerned organizations plan the resolution to construct flap gate weir in order to increase the quantity of reserved water from 33.84 million cubic meters to 55.65 million cubic meters.
Moreover, the master plan has been developed to solve the specific problems such as the restoration of headwater, building check dam, dredging and improving tributaries that link with Kwan Phayao, continuously dredging the sediment and exterminating weed in Kwan Phayao and improving the central wastewater treatment system before draining into Kwan Phayao, to name a few. There are the solving problem projects as follows: 1) The development of water resources at the upper area of Kwan Phayao, dividing the developmental plans into 32 projects 2) The development and increase of the capacity of Kwan Phayao, dividing the developmental plans into 2 projects and 3) The development of water resources at the rear area of Kwan Phayao, dividing the developmental plans into 249 projects. However, since all projects are from various organizations, ONWR is assigned to be the main organization to integrate all concerned organizations to develop Kwan Phayao to become beautiful and perfect water resources again.
